The fund’s specialists have built a logical "road map" for bringing Ukrainian companies, teams and specialists to the level of effective activity in the realities of the European Union. Educational projects are implemented both in the format of trainings and short-term international internships, and in the format of obtaining a second higher education in the most relevant areas.
Future managers of European projects and specialists in the organization of quality management systems are already receiving their second higher education within the framework of the Foundation’s activities. At the same time, a package of projects in the field of education in other promising areas is being formed, which will be presented in early 2016.
As CEASC’s proposals are aimed mainly at adults, the needs of students and employers are taken into account as much as possible when designing educational programs. The training is designed in such a way that the student can freely combine the main work (or attending lectures at the university) and the procedure for obtaining a qualification of European level. The work of the foundation is based on the philosophy of "training for activities", therefore, all programs contain the maximum practical component. For example, the thesis of a specialist in writing European projects is a project application written and submitted in one of the European programs, which has a high chance of receiving additional funding. Training takes place in the shortest possible time and lasts no more than nine months.
Leading international experts – practitioners are invited to teach. Specialists who, on the one hand, equip listeners with the most relevant knowledge. On the other hand, they are ready to share their experience of the "pitfalls" of processes in practice, information that is not in any textbook. Finally, these teachers can become mentors for Ukrainian specialists in further professional activities. All groups must have training sessions in the EU.
Thus, the graduate gets the opportunity to find employment in Ukrainian companies that seek to enter European markets. Their number will only grow over time, as the market for a united Europe is the largest in the world and only access to it can help overcome the crisis.
At the same time, the qualifications obtained and the availability of a European diploma significantly increase the chances of employment in Europe itself. And for the position of a qualified specialist, with a decent salary, and career prospects. This is worth thinking about not only university graduates and senior students, but also teachers who have a brilliant theoretical training and can easily get the status of a specialist in demand in the labor market.

There are simple things that will change everything in education …
One such "simple thing" is the introduction of the "money goes for" "principle.
Money follows the child (pupil or student), which means a radical change narrative essays topics in the system of financing education, the creation of a new effective economic mechanism. Instead of financing educational institutions (ie maintaining the walls), it is necessary to finally start financing those who receive education (voucher or personal educational account for schoolchildren, educational credit for students). It is essential to use the existing experience of European countries to move to the practice of determining the basic "education basket", which will be calculated per student.
The money for professional development goes to the teacher – this means demonopolization and diversification of the postgraduate education system. In practice, this should be done through the introduction of vouchers, which the teacher will use according to his needs for professional growth in those courses that he considers necessary for him. He himself will personally find training centers, conferences, seminars that attract him personally and are necessary for his self-development.
If we want to stimulate innovative development, the principle must be laid down in education: money follows ideas. In particular, ideas at the level of educational institutions (mini-grants for the implementation of breakthrough local projects).
An attempt to implement the principle "money follows ideas" was made within the project "Equal access to quality education in Ukraine" in the period 2006-2009. I then worked as the head of the "Improving the learning process" component of this project and directly developed a package of documents to launch a program of mini-grants (up to 10 thousand dollars), which could dynamize the development of the educational system …
I remember going to the embrasure during the World Bank mission (the project was funded by them) to convince both us and their officials of the need for rational mechanisms for competitive selection of projects that would really have the maximum effect with minimal spending.
But a high-ranking official from the Ministry of Education and Science, who at that time "led" the project, had another idea: to build a swimming pool in each region at the expense of "innovation".
"Swimming pools are also needed in schools, but why innovation here?! Are we going to test some new pedagogical technology of teaching a certain subject in the process of synchronized swimming in these pools?" I was publicly indignant.
He warned that in case of insistence on unprofessional and obviously corrupt approaches, this area of the project will be closed altogether. Unfortunately, that’s what happened then, our schools did not receive financial support for the implementation of innovative projects.

The Cabinet of Ministers has approved the volume of the state order
The Cabinet of Ministers has approved the volume of the state order for 2017 for the training of junior specialists, bachelors, masters, as well as scientific and scientific-pedagogical staff. The relevant decision – with the completion of the resolution within 3 days – was made on July 12, 2017, at a government meeting, the Ministry of Education said.
According to the decision of the Cabinet of Ministers, in 2017, 57 thousand junior specialists, 82 thousand bachelors and 62 thousand masters will study at the expense of the budget.
In general, the state will allocate funds for the training of 212 thousand specialists, scientific and scientific-pedagogical staff in universities and research institutions.
Compared to last year, the state order decreased by 17.5%. This is mainly due to the fact that this year, for the first time, there will be no recruitment to the educational and qualification level "specialist".

The decrease in volumes was also due to a reduction in the number of 11th grade graduates by 4.3%. However, in general, 54% of school graduates will be able to study at universities at public expense.
With regard to priority specialties, this year, for the first time, the volume of state orders for bachelors for natural, technical and agricultural specialties has been increased. In particular, physics and astronomy, applied physics and nanomaterials, mathematics, micro- and nanosystem technology, biotechnology and bioengineering, nuclear energy, agronomy, plant protection and quarantine, forestry.
The Ministry of Education notes that the department is gradually shifting the priorities of the state order.
“In forming it, we take into account not only the demand from applicants, who are mainly focused on the current situation in the Ukrainian economy, but above all the prospects we want to put into the Ukrainian economy for decades to come. Therefore, preparing proposals for the state order of 2017, we focused on the medium-term and long-term Foresight of Ukraine’s economic development. And increasing the order for natural, technical and agricultural specialties is a step towards training specialists for the future economy of Ukraine, "said the director of the profile department of the Ministry of Education and Science.
The ministry also said that in 2017 the state order for teacher training was increased separately. In particular, 7,405 places have been provided for future subject teachers. In total, 12,315 budget places are provided in the Education sector.
At the same time, this year the volume of the state order for "bachelors" on a specialty: economy, law, international law, tourism, hotel and restaurant business is reduced.
