A subsection of expenses for additional education was introduced in the federal budget, said Russian Prime Minister Dmitry Medvedev.
The head of the government said this during a meeting on the availability and prospects for the development of additional children’s education, which took place in the educational complex “Vorobyovy Gory”.
Medvedev recalled that the government had previously approved a concept for the development of additional education and an action plan for its implementation from 2015 to 2020. As far as possible, funding for this area is increasing.
“We provide subsidies to non-governmental organizations, on a competitive basis, which are engaged in extracurricular programs. We have many projects that are being implemented using the mechanism of public-private partnerships, with the participation of large companies and corporations. It is important that businesses take on their share of responsibility for the vocational guidance of the younger generation, ”Medvedev said.
The Prime Minister noted that additional education was allocated in a separate priority project and a new model of this education is being created. Public structures, including the Agency for Strategic Initiatives, play an important role in its formation.
“The core of this model should be centers of additional education, children’s technology parks. There are already 25 Quantorium technoparks operating, by the end of the year there will be at least 40. Subsidies for this are provided for in the budget, subsidies were distributed in the amount of 205 million rubles, ”Medvedev said.
He said that the new model is based on an individual approach to the development of each child. A mechanism of “personalized financing” is being introduced, when children have the opportunity to study in extracurricular programs in organizations of any form of ownership.
“Now we are testing this mechanism in nine regions, if it works normally, we will distribute it throughout the country. Such a system requires close cooperation between schools, supplementary education organizations, technology parks, universities and enterprises. Modern innovative forms of education for children, including network ones, should appear so that they are available in the most remote villages, ”Medvedev said.
The Moscow Palace of Pioneers opened in 1936. In August 2014, it was reorganized into the educational complex “Vorobyovy Gory”. The complex has more than 1 thousand children’s circles and sections, about 30 thousand children are systematically involved in them.

Over the two years of implementation of the project of technoparks, these companies have directed over 1.5 billion rubles to develop and strengthen technoparks, ”Vasilyeva said.
